ITER launched the Revised Construction Strategy

  By the end of 2016, the 19th Meeting of the ITER Council(IC-19) approved the overall project schedule of the ITER project based on the four phased approach, including the important milestone of " First Plasma in the end of 2025". Over the years, the design maturity, component manufacturing progress, construction preparation and other relevant conditions have changed, and the construction of the main building(EU scope)hall is scheduled to delay for nearly 10 months. The ITER Organization (IO) believes that it is necessary to adjust and optimize the construction strategy of the project and to sort out the need date of the related deliverables in order to achieve the goal of achieving First Plasma in the end of 2025 in accordance with the budget baseline of 2016. IO’s proposal has been recognized and supported by each DA.

  The main objectives of Revised Construction Strategy are to match the commissioning works with the construction works,to reassess the duration of each detailed construction work and to optimize the construction order. Based on these objectives, IO and DAs have basically formed a consensus on the need time for each component to be delivered, and got the commitments of each DA. In the meantime, IO adjusted the installation assembly order of Tokamak Complex and some installation scope of DAs are transferred to IO for integrated management. All of the above works laid a solid foundation for promoting the project and obtaining the First Plasma at the end of 2025.

  After demonstration and analysis, RCS fixed 4 important nodes on the critical path, namely:


  Mar 2020:RFE 1B Stage 2 (Limited crane access between the Assembly Hall and the Tokamak Building)

  Dec 2022:VV torus completion

  Dec 2024:cryostat closure

  Dec 2025:first plasma


  Regarding the on-site installation, IO and DAs are generally accepted that the most efficient approach is to assemble the ITER project under the overall leadership of the ITER organization to maintain the schedule goals. This approach can significantly avoid delays, rework, claims, and subsequent high cost risks, and simplify the interface and minimize the probability of "failure installation due to error of the interface definition ".

  The concept of RCS proposed by IO was determined after sufficient discussions between IO and DAs, and was approved by IC-22 in June after reviewing by MAC-25 in May 2018. China appreciates the great efforts of IO in the overall progress of the project, and the great efforts to coordinate the overall progress of the project when the project is facing big challenges. The revised milestones and installation order of the project have greatly enhanced the confidence of the project participants on the project schedule. 

  China will continue to make full efforts to ensure the delivery of the Chinese deliveries no later than the need dates. China will also organize two experienced domestic research institutes in the field of nuclear fusion experiment installation and experienced domestic engineering companies in the field of nuclear power plant assembly for Joint bidding of ITER integrated installation outsourcing contract,hope to contribute to the installation of the device, to speed up with the strength of China. China will always cooperate with IO and other DAs to achieve the goal of 2025 FP.
