China-Japan Introduction

Implementation Arrangement between the Ministry of Science and Technology (MOST)of the People's Republic of China and the Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT)for Cooperation in the area of Magnetic Fusion Energy Research and Development and Related Fields were signed between Prof. WAN Gang, Minister of MOST, and Dr. TOKAI Kisaburo, Minister of MEXT on 28 December, 2007 in Beijing. The objective of this Implementation Arrangement is to promote scientific and technological cooperation between the two parties in the area of magnetic fusion energy research and development and related fields in order to enhance the both parties' capabilities to make positive contributions in these fields for their mutual benefits.

Forms of cooperative activities, based on the Implementing Arrangement, may include, but not limit to:

(a) Conduct of joint or cooperative research programs and exchange of personnel including researchers, engineers and experts;

(b) Exchange of technical information, data and experience;

(c) Education and training;

(d) Exchange of equipment, instrumentations and materials;

(e) Joint conferences, seminars or workshops;

(f) Other forms of cooperation as the Parties may mutually decide.

A joint committee was set up by the two parties to contemplate by this Implementation Arrangement. This Committee shall consist of an equal number of members of each Party. The joint committee shall, as a general rule, meet annually, or otherwise as decided upon by the Parties, alternately in China and in Japan, or in other locations, or in other meeting protocol as decided upon by mutual consent, preferably before the meeting under the frame of the Agreement.

Five Joint Working Group (JWG) meetings had been held since the first meeting was launched in Chengdu on 25 September 2008. Delegates from MOST, ASIPP and SWIP of China attended the meeting while the Japanese membership for the JWG-1 meeting was from MEST,JAEA and NIFS.

Second Meeting of the Joint Working Group on Magnetic Fusion Energy Research and Development and Related Fields (JWG-2) was held in Naka on 11 September, 2009. Delegates from MOST, ASIPP and SWIP of China attended the meeting while their Japanese counterparts were from MEST, JAEA and NIFS.

Third Meeting of the Joint Working Group (JWG-3) was held in Diqing on 20 July, 2010. Delegates from MOST, ASIPP and SWIP of China attended the meeting while the Japanese membership for the JWG-3 meeting was from MEST, JAEA and NIFS.

The 4th Joint Working Group (JWG-4) was launched in Nagoya on 3 August, 2011. Delegates from MOST, ASIPP and SWIP of China attended the meeting while the Japanese membership for the JWG-4 meeting was from MEST, JAEA and NIFS.

The 5th Joint Working Group (JWG-5) was launched in Qingdao from 17 to 19 July, 2012. Delegates from MOST, ASIPP and SWIP of China attended the meeting while the Japanese membership for the JWG-5 meeting was from MEST, JAEA and NIFS.
